Workshop Professional Edition contains non-expiring development and capacity* limited commercial use licenses.

*WebLogic Workshop, Professional Edition has a socket-capacity threshold. When this threshold is reached, clients attempting to connect to the application will sit in a queue until their request is served or the client times out. In other words, users will perceive that performance degrades smoothly with added load, not that their sessions are being rejected by the server. The scale-limited license file enables you to run a single WebLogic Platform instance (server) with a server capacity limited to approximately 3% of the full capacity of a production server. This is different from the 5 IP connection limit under the development license that is also included in WebLogic Workshop Professional Edition. With the development license, an error message is immediately returned to the client saying that additional users (beyond the limit of five) cannot connect to the server.
